Putin changes Russia’s obligations on nuclear test ban

By revoking its ratification of the Nuclear-Test-Ban Treaty, Russia is restoring parity with the US, the Kremlin has said Russia has downgraded its participation in the 1996 Comprehensive Nuclear-Test-Ban Treaty (CTBT) to the status of a signatory.
